Obituaries for the week of November 21 , 2007

He attended Connersville area schools and entered the U.S. Army in 1954. He was stationed at Ft. Devens, Mass. and completed the Nike Specialist course with the Second Battalion, First Guided Missile Group.

On Aug. 17, 1956, he was married in Stoneham, Mass. to the former Carol L. Macdonald. They had resided in the Connersville community for the past 31 years. Bob was a member of Calvary Baptist Church and enjoyed riding his motorcycle. He liked to tinker with cars and had trouble resisting a good deal on used cars. In his leisure time, he enjoyed watching football games and NASCAR races.

Survivors include his wife of 51 years, Carol; three children and their spouses: Cindy and Toby Ailes of Connersville, Robert A. and Stephanie Hisle of Scottsdale, Jeffrey D.

Child's death prompts action

Among other things, the bills would require city and county social services officials to keep track of parents with a history of abuse so that any new children they have can be protected. Some legislators want to broaden that approach through reporting systems that would identify children who come into contact with known abusers, such as pedophiles.

But the record shows that proposals such as this often go nowhere once the publicity and outrage surrounding a child's death subsides.

Refund anticipation loans prey on poor, should be banned

And since his income was so small, the loss of that $20 could have meant less to eat one week. Because I was there to help, my brother didn't go hungry. But others don't have that kind of assistance.

When you're living on the edge financially, you cannot afford the convenience fees that go along with instant money. That's why I dislike refund anticipation loans, or RALs.

A RAL is a short-term loan backed by a person's tax refund. Tax preparation companies count on desperate people trying to get their refund as quickly as they can. But there's a price for that speed.

What galls me is that there's little, if any, risk to the lender — yet the loans often carry high fees. The Consumer Federation of America and the National Consumer Law Center have found that RALs cost from about $30 to more than $125 in loan fees.

A season on the brink

Twelve games remain; plenty of time remains to salvage the season. Here are two scenarios of how the rest of the season could play out.

The optimistic view

Sure, 1-3 is an ugly start, but even observers who anticipated a playoff season understood that the first four games was the toughest stretch of the Bengals' schedule. Baltimore was 13-3 last year. Seattle is two years removed from the Super Bowl and especially tough in Qwest Field. New England is New England. Yes, losing to the Browns was unexpected, but the victory over the Ravens makes that a wash.

Now the schedule becomes much easier. The Bengals should beat Kansas City and the New York Jets to get to .500. The toughest remaining nondivisional opponent is probably Tennessee. There's no excuse for not taking advantage of a schedule that also includes St.

Foreign shoppers hit 'mall of America'

After getting directions to Bloomingdale's department store, Mr. Bainbridge, his wife, daughter, granddaughter, and two friends are off to buy their Christmas presents – at prices only someone from Europe considers cheap.

This holiday period, some US retailers will find planeloads of foreign tourists taking advantage of the weak – and getting weaker – US dollar. They are arriving with empty suitcases and shopping lists and leaving with Levis, handbags, shoes, and computers. Most are arriving for just two or three days or even a single day of mad "bargain" hunting. And for those who don't want to deal with the overseas travel, some e-retailers are redesigning their websites in foreign languages and adding currency translation aids.

"The US is one big discount shopping mall for foreigners," says Scott Krugman, a spokesman for the National Retail Federation in Washington.
